מהדו"ח עולה כי הליך הטיפול של רמ"י (רשות מקרקעין ישראל) להקצאת קרקע למיזמי תיירות - נמשך זמן רב.

הביקורת העלתה כי בכ-32% מהבקשות נמשך ההליך הנוגע להן 5 עד 6 שנים. המבקר בדק את ההליכים להקצאת קרקעות בפטור ממכרז למיזמי תיירות ואת סדרי הבקרה עליהם.

הביקורת העלתה כי הליך הגשת הבקשות למשרד התיירות אינו מנוהל במערכת ממוחשבת. לכל בקשה נפתח תיקי פיזי באגף תכנון סטטוטורי, ובו מתויקים המסמכים הרלוונטיים לבקשה. אבל, אותם תיקים אינם מעודכנים תמיד בכל ההתכתבויות והמסמכים שהועברו למשרד התיירות בנוגע לבקשה.

עוד עולה כי ממשק העבודה בין רמ"י ובין משרד התיירות בכל הנוגע להקצאת קרקעות למיזמי תיירות - לקוי, בעיקר לגבי עדכונים שמקבל משרד התיירות מרמ"י. במקרים שנבדקו נמצאו משכי טיפול ארוכים במיוחד של עד שש שנים, אף שמדובר בפעולות שאינן בהכרח מורכבות.

יצוין כי הפטור המעוגן בתקנות, יש בו משום הטבה שהמדינה מעניקה ליזמים כדי להשתמש בקרקע לתכלית הרצויה לה, כגון עידוד התעסוקה באזורי עדיפות לאומית או עידוד התיירות באזורים שונים בארץ.
