הממשלה מקדמת מכרז לניהול פרויקט הקמת שדה תעופה בינלאומי

תקופת המכרז היא לתקופה של 99 חודשים, ותכלול זכות להארכתה. כתנאי להשתתפות בהליך המכרז, והגשת הצעה במסגרתו, נדרש כל מציע לשלם דמי השתתפות בסך של 25,000 שקל

יצא לדרך מכרז לשירותי ייעוץ וניהול לפרויקט הקמת שדה תעופה בינלאומי משלים לנתב"ג. את המכרז מובילה חברת נתיבי ישראל, החברה הלאומית לתשתיות ותחבורה.

שדה התעופה יוקם ויופעל על ידי המגזר הפרטי במתכונת פרויקט שותפות ציבורית-פרטית וישמש כשדה תעופה אזרחי וצבאי, זאת בהמשך להחלטת הממשלה עוד בשנת 2011.

במקביל מקודמות שתי תכניות מפורטות לשדה התעופה, באתר רמת דוד, ובאתר נבטים.

במכרז מתבקשים המציעים להכין מודל תפעולי-כלכלי בקשר עם שדה תעופה תחרותי שיוקם במתכונת שותפות ציבורית-פרטית, ישקף בין היתר את תפיסת ההפעלה האופטימלית לשדה, תוך מתן ביטוי למרכיבי התכנון הפיזי, ההיבטים המסחריים, התהליכים התפעוליים, מודל הזכיינות ושיטת ההתקשרות. בין השאר מבקשים כי ייקחו בחשבון במודל התפעולי-כלכלי גם את פעילות השדה בשוק התעופה התחרותי בישראל ובמרחב, ולרבות התייחסות לסוגיות רגולטוריות, בטיחותיות וביטחוניות, ובכלל זה חלופות להסדרת נושא הבקרה האווירית ביחס למצב הקיים.

כמו כן במסגרת המכרז מתבקשים המציעים הצגת דוחות איזון וסימולציות לתהליכים העיקריים בהתאם למודל בהתבסס, בין היתר, על תאימות לדרישות ה-ORAT. ניהול הליכי הרגולציה הנדרשים אל מול רשויות המדינה, הכנת כלל מסמכי המכרז הזכייני והכנת הכרכים המקצועיים, ליווי עבודות ההקמה ותקופת ההרצה וההפעלה עד לרישוי מלא, ובכלל זה עבודות פיקוח, מעקב, הבטחת איכות עליונה, ליווי הליכי תביעות ומבחני קבלה.

תקופת המכרז היא לתקופה של 99 חודשים, ותכלול זכות להארכתה.
